The PCB with STM32F103C8T6 on board works fine, can be programmed from stm programmers. It is one very serious trouble - ADC noise is very very larga, more than 5-6 units becouse of pcb desing. Be carefull with using the pcb as ADC. You can see the ADC noise on Figure.

Arduino IDE meh but it depends on the goal, at software is powerful but also a complete pain to setup any project, for smaller projects, it's fine I'm using it with ADC DMA, complex timer controls and more without issue
